NRG is seeking an Associate Operational Compliance Specialist/Engineer to contribute to the growth of NRG’s pipeline and facility Operational Compliance groups. The position will be located in our Minneapolis office. This individual will assist primarily with energy-related capital development and operational compliance initiatives, including pipelines regulated by the Federal Energy Regulatory Commission, local pipeline distribution systems, and stationary facilities, including power and biofuels facilities. Projects are often fast-paced, multi-faceted, and geographically diverse - allowing a talented person to gain valuable task management skills and broad exposure to federal, state and local, air, water, and waste and National Environmental Policy Act regulations. The primary role of this position is to provide project technical support which may include, but is not limited to: • Preparing permit applications where required by federal, state or local environmental regulatory authorities for energy/industrial facility development, expansion, maintenance or decommissioning; • Evaluating regulatory requirements; • Maintaining records and survey reports; • Assisting with the preparation of technical project documents, including writing, word processing, building tables and spreadsheets, tabulating and manipulating data, producing hard copy documents, completing air and erosion control engineering calculations commensurate with the candidate’s background and training and assisting with ArcView and CAD design when needed; • Assisting with the development of project plans and schedules; setting up projects in project management software; and assisting with the development of project management reporting, such as monthly progress reports; • Assisting clients with field services such as site reconnaissance, surveys, storm water inspections, and soil and groundwater sampling; • Communicating with clients, including requesting project information, answering regulatory questions, and providing recommendations; and • Preparing environmental plans such as erosion control plans, storm water pollution prevention plans (SWPPPs), spill prevention, control, and countermeasures (SPCC) plans, and health and safety plans (HASPs) for Occupational Safety and Health Administration (OSHA) compliance, Risk Management Plans (RMPs), and Facility Response Plans (FRPs). Project work will involve travel which may range from 20 - 40%, including on-call and weekends at certain times of year to meet project requirements for field work, storm water site inspections, soil and groundwater sampling, agency meetings, and/or project team meetings. The position will require a candidate who is accustomed to working both independently and on project teams and has the capacity to manage varying priorities and multiple tasks in order to work on multiple projects concurrently and meet deliverable deadlines. Balancing field work with office deliverable responsibilities will be managed with input from the group/project manager. Required Qualifications • Bachelor’s degree in a natural science or engineering field of study; • 0 - 5 years of applicable work and/or internship experience; • Strong working knowledge of MS Office Suite software; • Experience conducting desktop and online studies or research on a wide variety of natural resource or resource planning topics, Geographic Information System, map interpretation (National Wetland Inventory, U.S. Geological Survey, aerial photography); • Ability to work effectively in the field during cold and hot weather conditions; • Ability to navigate in the field using Global Position System, maps and aerial photographs; • Demonstrated ability to prepare concise and accurate technical documents; and • Excellent interpersonal communication skills, which includes being comfortable and effective at communicating complex technical knowledge and concepts to other staff, clients, regulatory agencies, and project stakeholders. Desired qualifications: • Experience working with or knowledge of natural resource management agencies • Field or consulting experience • Familiarity with field survey techniques • Applied and working knowledge of ArcGIS and CAD software Candidates that are asked to interview for the position will be required to take a short technical writing test to demonstrate technical writing competence.
