Charleston County School District seeks qualified candidates to serve as Energy Services Officer for our Facilities Maintenance & Asset Management department to efficiently manage and reduce Charleston County School District's (CCSD) energy usage through ongoing implementation of the CCSD Energy Protocol. This position is responsible for development and implementation of Energy Protocol, energy conservation, energy efficiency, and renewable energy projects. The Energy Services Manager is also responsible management of the building automation and control system, energy data, measurement and utilities functions as well as associated personnel.

Required Qualifications, Experience and Training:
  • Bachelors Degree;
  • Three or more year(s) experience in energy management, facilities management, and/or sustainability roles
  • Prior experience managing at least two direct reports;

Other Skills / Requirements:

  • Leadership in Energy and Environmental Design Accreditation (LEED AP) is a plus
  • Experience with continuous improvement frameworks (ISO, Six Sigma, Baldrige) is a plus
  • Professional Engineer and Certified Energy Manager (CEM) or the ability to obtain is a plus

Preferred Requirements:

  • Master's Degree in one of the following: Engineering, Energy Management, Business Administration, or Public Administration plus 4-5 years experience in facilities, energy management and/or sustainability roles in large multi-site organizations

Primary Responsibilities:

  • Plans, develops, organizes and implements the Energy Protocol, composed of the District's energy management programs, policies, regulations, and plans in accordance with current goals and board policies of the District
  • Ensures all Energy Services operations are supportive of the goals of the District
  • Establishes and applies the appropriate metrics and usage benchmarks for performance tracking of each school/facility
  • Evaluates historic and present energy consumption data for discrepancies and opportunities to improve performance
  • Compiles reports on the District's energy costs, consumption, and energy use intensity (EUI)
  • Applies forecasting and analytical techniques to calculate and project future energy costs for budgeting purposes; Establishes and tracks Energy Services department and school level utility budgets throughout the fiscal year
  • Develops systems and processes for collecting data and monitoring energy usage to track against historical use, goals and benchmarks to determine progress/status of each facility/location
  • Supervises all Energy Services personnel including functional areas of building controls, utilities, and energy data management
  • Engages in auditing utility bills for accuracy and appropriate rate structures; Negotiates facility rates with utility companies and oversees utility rebate programs for the District
  • Assesses and makes necessary changes to operational characteristics of District facilities/systems; Establishes optimization protocols for the operational schedule of the District’s systems (i.e.: system shut-down, run schedules, setbacks, etc)
  • Conducts site visits; performs various levels of energy audits to identify energy conservation/savings measures (ECMs)
  • Promotes participation of faculty, students, and staff in the identification of energy saving opportunities and the development and implementation of ECMs; Develops school level "energy teams" comprised of a faculty leader and interested facility occupants
  • Makes recommendations for energy efficient and sustainable procurement opportunities
  • Implements quality management and continuous improvement processes for energy management activities
  • Pursues outside funding sources for retrofits, including evaluation of performance contracting
  • Seeks and develops opportunities for supply side/renewable energy projects; Continuously develops demand side/facility level projects for improvement purposes
  • Regularly briefs the Superintendent, CCSD Board and other community stakeholders in verbal and written communication on the progress of energy management programs; Leads and implements annual district level energy reporting activities
  • Maintains currency in local, state, and federal regulations pertaining to energy conservation; ensures that the District’s energy management program is in compliance with all applicable regulations and policy


Secondary Responsibilities:

  • Performs all tasks designated and delegated by Executive Director of FM & AM
  • Represents Facilities Maintenance and Asset Management to CCSD Board, Senior Leadership, and community stakeholders as directed/designated by Executive Director of FM & AM
  • Works collaboratively with Capital Projects, Planning & Development, Security & Emergency Preparedness, Procurement functions in development of new and existing buildings taking into account life cycle, first, and maintenance costs of energy saving measures and designs
  • Directs all personnel actions for persons supervised to include, but not limited to, leave requests, personnel policies, applications, prospective employee interviews, employee complaints and investigations, staff evaluations and conferences, professional development activities, recommendations of employee hiring assignments, retentions, transfers and dismissals
  • Develops and maintain community, business and vendor partnerships to support Energy Services
  • Develops/maintains Energy Services internet and intranet web sites.

Physical/Mental Requirements

  • Working knowledge and understanding of energy management program development and implementation
  • Experience and ability to manage multiple personnel and significant annual budgets
  • Experience and ability to execute under high-pressure situations with competing priorities and frequent changes in situations
  • Problem solving and demonstrated ability to find solutions to problems to move projects forward even when issues may not be directly within the Energy Services function
  • Must possess excellent oral, written, and interpersonal communication skills
