Senior Clean Energy Advisor Opportunity

Recent executive orders from the U.S. Government (USG) mandate that the United States Agency for International Development (USAID) “press for enhanced climate ambition and integration of climate considerations.” As climate, energy, environment, and infrastructure challenges in the natural and built environments escalate in scale, severity, and impact, the demand for technical leadership is only increasing. To help meet this challenge, the USAID Technical, Operational and Program Support (TOPS) contract provides technical specialists for climate-related functions across USAID.

In 2017, USAID’s Central America Regional Mission ended its most recent regional clean energy program. There is renewed USG interest in addressing root causes of migration in Central America, which is linked to improving accessibility and availability of clean energy and increasing reliability and cross-border power integration and trade. The Central America Mission is completing a regional clean energy assessment that will provide USAID with an up-to-date understanding of regional and country-level renewable energy targets, end use efficiency plans, energy storage plans, enabling environment (especially financing) and energy sector policy and regulatory frameworks, and the sector’s role in countries’ low emission development plans. The assessment will identify constraints and opportunities and possible USAID interventions to inform the design of a new five-year regional program with activities that will result in significant, sustainable, equitable, and transformational change in the region’s energy sector over the period of FY (Fiscal Year) 2022-2026.

TOPS and USAID’s Central America Mission is seeking a consultant to provide short-term technical assistance and strategic programming advice for a regional clean energy assessment and the design of a regional program aimed at promoting clean energy and efficiency. The Senior Clean Energy Advisor will provide approximately 167 hours of support over a 6-month period with periods of high intensity engagement (e.g., consultations, concept paper, and drafting of a Program Description [PD], Scope of Work [SOW], and Statement of Objectives [SOO]) and interludes due to USAID reviews and clearances.

Responsibilities

Technical Support

Clean Energy Assessment and Activity Design Support 

The consultant will serve as a key advisor and provide technical expertise to the USAID Central America Mission on topics including but not limited to clean energy, renewable energy, energy efficiency, climate finance, and climate change. The expertise will be applied through the strategic analysis and evaluation of the clean energy assessment, and in drafting the activity pitch, concept paper, and activity design.

Illustrative Tasks: 

a) Develop a detailed individual work plan for the assignment based on an initial meeting with the Environment Team to outline specific needs.  

b) Conduct strategic analysis and research, review reports and technical proposals, and prepare briefing materials on clean energy and climate change topics. 

c) Support evaluation of the Regional Clean Energy Assessment and the design of the regional clean energy program, including the Concept Paper, the Program Description, SOW, SOO, and budget. 

Qualifications and Skills

  • Master's degree and 10 years relevant experience or equivalent combination of education and experience in clean energy, renewable energy, climate change, or a related discipline.
  • Demonstrated experience assessing and designing programs related to climate change mitigation, clean energy, and/or energy efficiency.
  • Demonstrated experience in strategic planning, technical analysis, and reporting.
  • Ability to read and interpret technical documents in Spanish.
  • Demonstrated communication and coordination techniques that are appropriate to the nature, complexity, and scope of the issue at hand.
  • Clarity of thought and effective communication (verbal, written, visual) in English.
  • Strong analytical and problem-solving ability.
  • Proven interpersonal and teamwork skills in a fast-paced multicultural setting as well as the ability to engage effectively and diplomatically in multicultural and politically complex environments.

Preferred Qualifications

  • Central America and/or South America regional experience.
  • Experience with and/or knowledge of USAID programming, approaches, and policy, including USAID climate programming and USAID energy policy and programming.

Additional Requirements

  • Eligible for USAID facility access or security clearance. 
  • The consultant will be required to provide their own workstation/laptop with a stable internet connection.

COVID-19 Policy

All US-based consultants working for Environmental Incentives must be fully vaccinated against Covid-19, or have legally authorized exemption, regardless of location or status as a consultant. Full vaccination is defined as 2 weeks after the final dose of the requisite vaccination.
