However, in the recent past there have been policy developments that are expected to drive consolidation in the sector. Already there have been several announcements, including the merger of Enersource, Horizon, PowerStream and Hydro One Brampton and the merger of Veridian, Whitby Hydro and Oshawa Power & Utilities.
